Dottie is the wife of Vision's now-fired co-worker. For some odd reason, she muffed the obligatory Dinner with the Boss. Can you imagine? Yet she still holds a lot of power in town, even after that debacle. Doesn't make sense.
That mess-up also might be some out-of-world clue to what's going on. Some have speculated that Dottie is the personification of some protective protocol, something like a VPN or an anti-virus. Wanda tells her she means her no harm and Dottie tells her she doesn't believe her. That's about when the radio acts up, I'd have to watch the episode again to see if that's the exact point or not. Afterwards, when Dottie breaks a glass and Wanda gives her a napkin (linen, of course, it's the early 1960s) she gives Wanda a pop quiz: How does a housewife get blood out of linen? Wanda doesn't know. Dottie tells her that she has to do it herself, then leaves Wanda in the back yard. Weird.
Dottie reminds me of that old show, The Mommies, the next-door neighbor, played by Julia Duffy, who is the perfect housewife. She (and her mother) can even fold fitted sheets perfectly. Dottie's that person. She's also what looks to be the head Stepford wife. Every time she says 'for the children' the entire community who hears her chants, 'for the children' like a bunch of brainwashed stooges. Speculation on that is that this whole thing is to get Wanda to have a baby so she'll calm down. At the end of ep. 2 she is definitely pregnant, and the show is in color.
