Thing is, they could cast a new Black Panther because it was established before they knew of Boseman's illness that the title/powers can change from one person to another. They can't re-cast T'Challa and I don't think they should.

Considering that Black Panther is a title -- much like Captain America -- granting someone else the Panther Necklace would be logical. T'Chaka was the Black Panther prior to ascending the throne. He even makes an appearance in Black Panther in a flashback sequence. In Marvel's comic-verse, his father, Azzari (the Wise) aided Captain America, Fury and the Howling Commandos in WWII against the Nazis, Red Skull and Hydra to an extent.

Right. I'm afraid they're conflating Black Panther with T'Challa. T'Challa was Black Panther. Black Panther wasn't always T'Challa.
