1. (looking at the comic) Oh, man, that crew cut has got to go!
2. Commission on Superhuman Activities = CSA = Confederate States of America. First thing that came to mind and I'll bet that wasn't an accident.
3. Did you get an unsavory vibe when that "new CAP" showed up? Why put the shield in the museum if they were only going to take it back and give it to this new guy? Why a new guy? Why does the government need this new guy?

"unsavory" is not a strong enough term for what I felt seeing him.
Because it was probably the only way to get it without having to spill blood -- mainly Sam Wilson's. Pretty sure they had to lie like the proverbial used car salesman give Wilson quite a few reassurances that they would not do what they did in order to have him give up the shield of his own volition.
Because Sam Wilson has shown in the past that he's more like Steve Rogers than these guys would like and they have the new guy who will "play ball with them" where Sam Wilson would quickly reach a point where he wouldn't.

The guy who introduced the new guy was a sleazeball if I ever saw one. He might just as well have been wiping copious amounts of sweat off his face to show he's a jerk. I didn't like it, not one bit. If they needed a new Cap - and why would they need one if not for blatant propaganda? - they should just have gone with Sam. He's an Avenger, he has creds with the public, and he was Steve's anointed.

Did you notice that the DoD guy who introduced "New Cap" was the same one Sam Wilson handed the shield over to for it to be enshrined in the Smithsonian?

What's bad is that, now we know that there are still (at the very least) Hydra sympathizers in the US government that were not rounded up and (hopefully) locked away I would suspect this guy also got a little boost from them at some point.

Serum-type boost? In this case, isolated even within the story, I hope so! They're fighting super-serum villains and it looks like this impostor will be there to help in his own weird way. Outside of needing someone who can physically match up to super-serum villains, though...
