Okay, so this opens up another head-shaking moment. Originally, Isaiah Bradley was in WWII and dons the CPT America outfit (not uniform since it's singular, not uniform with anyone else's outfit) for which he's sent to prison. How does he don that uniform even in WWII when Steve crashed and disappeared wearing it? Maybe in WWII he got ahold of the stage production's outfit, but in the Korean War? Steve's been crashed more than half a decade still wearing the suit. The prop costume is probably mothballed somewhere in or near the Smithsonian. What was he jailed for this time?

Very certain that Rogers had spares.
But, since he was deliberately given a serum (did they use the Vita-Ray capsule on him as well?), once they realized they succeeded (meaning he survived and was enhanced) he got his own tactical gear (since I never read the issues, don't know if the gear included a shield).
He was probably jailed because he was a half second slow about following an order. Plus, between the Jim Crows and Hydra, it dawned on them that this black man could very easily kick ass -- and they had given him this power. And, since, for what ever reason, they didn't toss him in cryo, they tossed him into (I'm presuming) solitary confinement in the military prison in Leavenworth, KS to keep him from "spilling the tea" about what they'd been up to.
Thing is, during Endgame, when Rogers and Stark are infiltrating Camp Lehigh (or, however they spell it) I'd almost swear that the name over the uniform shirt pocket was Bradley, I and the collar was sporting rank insignia of a Captain.
