considering all the advances (thank you, Mr Lucus, for jump starting this back in the late 1970s with your movies) in SPFX now, they could. They had a body actor play Tarkin in Rogue One (I think) and CGI'd Peter Cushing's face over his. I think his was better done than "young Leia's" was. But, that was also, what two or three years ago? Could probably do so much better now. They could even bring back Anikin Skywalker (Force Ghost or flashback) and probably without so much as a "by your leave" to Hayden Christiansen.

Please, no. I saw 'young Leia.' I'm still traumatized. Tarkin was done much better, but do you really trust the 'young Leia' folks to do Obi-Wan?

Yes, "young Leia" was definitely there in the uncanny valley. Yikes!!
I didn't realize Tarkin was a CGI until he spoke. The voice actor didn't quite get it right. And this one was much better than the Young Tarkin from the end of Revenge of the Sith where Vader and Tarkin met aboard the Star Destroyer and we see the partially constructed Death Star in the viewport.

Yeah, the visuals on Tarkin were much better than the voice. IIRC, the mouth didn't move quite right to the dialogue, but that isn't Re-print-cess Leia levels of cringe.
